It means find the candidate in each party with the highest vote. These are the party's stongest candidates. You then assign the seat to the weakest of them (but only if the party is entitled to another seat). My thinking was that if you assign them in a different order, you could end up with a situation where a small party cannot be assigned a seat that they are entitled to as they only ran in a few districts and those districts have already been filled. By assigning to the weakest party first, the chances of that are lessened.
