Do you mean that one individual vote
practically never changes the result
of a large election?

One can see this from two viewpoints.
1) can I change the result
2) can I and similar minded people
   together change the result

If I'm not interested in co-operation
then I can't influence the society
very much, but if I consider also
co-operation, then I/we can sometimes
influence it (by voting in general or
by voting strategically).

One could say that people will
strategize if they are competitive
(in these elections) and if they find
strategizing to be morally acceptable.
