You should run electric under terminal (DOS terminal Windows)

step1: CTRL+r
step2: change directory to path electric directory
step3: write,

java -classpath "electricBinary-9.02.jar;electricSFS-9.02.jar"
com.sun.electric.Launcher

I think don't working with "double-click" in the electric-9.02.jar file.
