The 15 volts is not the problem. It's enough to
stimulate, but the critical factor is the current.
You want to limit it, probably to less than 100 ma.
The transformer can probably put out more than an
ampere, more than ten times the nominally safe
current. (You can be killed with less, but like
likely below the waist. I've had 100 ma. in one arm
with no ill effect, but keep away from the heart) So,
use a current limiting resistor or other means
(transformer or capacitors) to limit the current.
Easiest is to have a lightbulb in series. You can
change the lightbulb to change the resistance.
A 40 watt bulb should keep things safe. If you get
confident that you aren't going to hurt yourself, you
can move up in wattage, which will increase the
current. If the transformer has a "speed control",
start slow and gradually increse.
Make sure there is an easy shut-off. For example,
also in series a push button which has to be held
down, like a door bell button. If you let go, the
current stops. Having another person present helps,
safetywise. The main thing is to KEEP IT ALL BELOW THE
WAIST. Never involve nipples in low voltage play, as
you can induce a heart attack, electrocution.
If you have a good, low resistance contact, the main
effect will be muscle contractions between the two
contacts. A poor contact (like a wire held against
the skin) will give a burning sensation.
