What's missing from Path.join?
iex(1)> Path.join("http://google.com", "/bar")
iex(2)> Path.join("http://google.com/", "/bar")
iex(3)> Path.join("http://google.com/foo", "/bar")
iex(4)> Path.join("http://google.com/foo", "bar")
