The instructions at the beginning of the first section of mac/INSTALL are incorrect, at least for Mac OS 10.4.2. I do not know whether they are still OK for earlier versions than Mac OS 10.4. In any event, mac/INSTALL should begin with its current second section, "* BUILDING BINARY DISTRIBUTIONS FOR MAC OS X". The information there works for Mac OS 10.4.2.
