Yes, it is.
I personally see no downsides in dual-licensing (assuming that at least
some users would prefer such a choice).
However, if we want to do it we:
1. Must ask the existing WORG contributors whether they are ok with
   re-licensing
2. May ask RMS whether he has objections.

Do you think it is worth it?
