I can confirm: Adding '#+STARTUP: overview' does not change the observed
behavior of the test file.
In addition I found that reducing the entry length for testing purposes,
brings back the expected fold/unfold display, e.g.

I wasn’t able to reproduce from your recipe, but I have been seeing
something similar when jumping to a folded headline with ‘imenu’. If
I can reproduce with ‘emacs -Q’ and a trimmed-down file I’ll post
here.
