I was just trying to make you aware that ox-latex.el will
translate
#+ATTR_LATEX: :alt This is what a screen reader will read
[[image.png]]
to the following LaTeX.
\includegraphics[alt={This is what a screen reader will read}]{image.png}

The alt-text of the generated png image is the text of the LaTeX
environment itself.
I also tried
#+attr_latex: :alt "This is alt text"
with the same result. Actually I cannot find where in ox-html.el or
org.el this processing from "#+attr_latex: :alt ..." to the HTML image
alt text is supposed to occur.
