Yes, I do have (for years) the following:
--8<---------------cut here---------------start------------->8---
(setq backup-directory-alist
'((".*" . "~/.emacs.d/backups/")))
--8<---------------cut here---------------end--------------->8---
Emacs will `make-directory' it, if necessary.
