To be clear: only the GTK menus (and possibly Motif) are multilingual (to the extent they support complex text, the fonts are available, and Emacs can do the conversion to utf-8). That's what I made work on GTK. It may also work (or could simply be made to work) under Windows -- I don't know. I don't understand what isn't good enough about the GTK menus for this now that most Emacs characters can be encoded in utf-8. The current GTK even does BIDI, as I noticed from using a Hebrew character rather than a symbol character in one case. The text menu(TMM) is obviously as good as you'll get for display.
