Here's a citation from ncurses docs:

    $COLORTERM is an environment variable used by some applications
    developers who are constructing programs that run on rxvt, a terminal
    emulator, using the slang library. It tells the slang library to
    ignore the terminal description, using a set of built-in capability
    strings which produce ISO 6429 (aka "ANSI") color on that emulator.

I don't think xterm knows about COLORTERM---it's just another
environment variable as far as it is concerned.
