CONTRIBUTE should mention that _after_ checking out the sources, 
the user should read the INSTALL.CVS file.

We can add information about FOR-RELEASE (and the admin/ directory
in general) to that file.  Other stuff which is relevant for
working on emacs could be added to that file.

Specifically, the section

o       Supplemental information for Emacs Developers:

belongs in INSTALL.CVS rather than CONTRIBUTE.
