Then let's ask if you want to send the mail to someone else and, if you
answer "yes", remind you to fill out "To:". (The reminder is perhaps not
necessary, but the question is.)
Let's make C-c C-c in mail mode generally report an error if no
recipient has been specified.
BTW, why does Send Bug Report even consider that you might want to send the
bug report to someone else? If you wanted to do that, why would you think to
choose Send Bug Report in the first place? This seems unnecessarily
complicated (useless choices must be made).
I don't remember why this was done, and maybe it should be changed
somehow.
