I think it's a bug: it looks like Emacs doesn't support the new format
of Index menus introduced with the latest versions of Texinfo.
What is this new format?
We can make Emacs 22 support it, but people will keep using Emacs 21
for a long time. So this could be a long-lasting problem.
Let me rephrase: Emacs doesn't _fully_ support the new format.
Specifically, `m', `f', TAB, and RET work, but the link face, mouse
highlight and related features don't.
That is annoying but no disaster. But we have to implement the Info
support for this in Emacs now. I don't like adding new features, but
this can't wait.
