so can you enlighten us as to the reason for this part of it?

It looks to me that you simply decided not to insert the initial
scratch message if another buffer had been selected during startup. I
can't see a good reason for this, and believe there would be no harm
in reverting this small part of your change in the way I suggested.

(If I hadn't written the last sentence you quote above, would we be
having this discussion?).
