This we all agree on I believe.
rcp.el should work with rsh just like it does with ssh.

Why exactly would you want scp not to default to rcp ?
[ yes, I can imagine reasons for that, but they all seem very
far fetched to me.  And don't forget that it's not hard to have
scp default to rcp when used from rcp.el but not when used from the
command line ]
