In my experience, that depends on the person who wrote the message,
and on the context of the message. It's true for mailing lists. It's
usually not true for most other mail, where the person who sent it is
much more important than what they decided to put into the subject
line. In fact, a lot of the people I know tend to use nonsensical
subjects, or leave the subject line blank. To that end, I really love
how Gmail starts with the sender, and then shows part of the message
content in the list view if the subject is short or entirely absent.
