A visit to www.grc.com might be informative... 
Gibson research doeas a lot of work, and provides a lot of information, 
about various kinds of internet shenanigans.  I can't tell you exactly 
where to look there, but it won't take too long to figure it out.  It 
sounds like someone might be attempting a "denial of service" attack on 
your computer.  

It would be worth looking up the address of the machine sending those 
ping packets to figure out where they are coming from. www.arin.net 
might be of help with that.
