I don't have any instance on my copy that this is true. (at least not that I have found). In all cases that appear to list or use the accounts, they are listed in the order I have them in the accounts window. If I drag one to a different place, it moves in all other places as well. Accounts are stored in the Mail Database, so maybe you should remove the space you added, and then rebuild the mail database.
