The fact that you can NOT send to another user on the same ISP (by this I assume you mean domain), indicates that there is a config problem. This doesn't rule out that it ALSO needs authentication, but authentication is never needed for sending to accounts on the local domain (if it was, no other mail server could ever deliver mail). What is odd is that you can send an email to yourself. You made sure to reconfigure so that your Mail From is your actual address and NOT your email account. (Emailer defaults to using the account rather than the address). If in doubt look at the long headers of a message you sent to yourself. What does the Return Path indicate.
