Generally, yes, but it is not as valuable when selling names as 
"verified" addresses. The address could be forwarded, dumped into a spam 
filter, etc.

A verified address is probably worth ten or 100 times that of non 
verified addresses to those scumbags who sell lists. I don't track this 
kind of information, probably someone else can tell you more about the 
value of names to spammers.
