No. "Stay Open" keeps the applet open after it runs, which is only useful for scripts that repeat themselves or wait for messages. "Never Show Startup Screen" avoids the message that asks confirmation before running the applet. Scripts saved as compiled scripts are meant to run from inside an application like Emailer or from a script launcher like OSA Menu and others. Opening them from the Apple menu does the same as opening them in the Finder: they open in the script editor.
