Sadly, I think it works kinda like the Investment Industry 
does... More than half of investment managers perform worse 
than the market, because they are making "safe" purchases 
with their clients' money.  In this case, a "safe" purchase 
means the purchase of some  big, well-known, stodgy old 
company like GM, as opposed to some upstart, young 
whippersnapper company like Ben & Jerry's.  Sadly, the 
choice is a safe one for *the manager* though often not 
much good for the client.  Who is gonna raise a stink with 
their money manager for investing in Genial Motors?  But he 
better not dare go out on a limb with some Little Company 
no one's ever heard of... or, at least, that's what he 
thinks they think.  

I believe IT - more often than not - works the same way.  
Some IT manager buys some interesting off-brand software 
like, say, Nisus Writer - they could really get busted for 
it.  Who's gonna dish out big criticism of an IT manager 
when she chooses well-known (if not well-understood) 
Microsoft(R) BloatWare 2000... even if it's a boat-anchor?  
In either case, it's *way* easier to "cover ass" and just 
stick with the old standard.  Besides if he buys BSDUnix 
server software instead of Microsoft(R), he will actually 
have to learn to edit config files - or some other 
supposedly distasteful [read challenging] skill - to get 
things working right.  So along comes the Blaster worm, 
and all the Microsoft(R) admins have to do is say, "Why 
are you giving *me* a hard time?  It's happening to 
*everybody*."  Meanwhile, the BSDUnix admin, because his 
OS has Actual Security, is relaxing on a beach someplace.  
Go figure...
