Ahh, but this wasn't always true. PCH was busted a number of years back on this issue. It seems that anyone that entered and didn't make a purchase had their entry deposited in the garbage barrel instead of the barrel being used to pull names. But since they were busted (and fined some large amount of money IIRC), I'm sure today they probably run a much more honest game.
