No, RoadRunner is overly aggressive. Switch to any ISP you want, given time, you will be blocked by RoadRunner again. They are too agressive. Ironically, RoadRunner was a known spammer safe haven for quite some time (and may still be, I'd have to go look it up). All you can do is wait it out.
