In Digest V2004 #57, the person identified as Bill McIntyre 
<[EMAIL PROTECTED]> hunted and pecked out the following:

Sounds like somebody with a RR address in their address book collected a 
virus that sent out lotsa spam using that as the "origination" address. 
These were reported to SpamCop et al, that then put RR on a published 
"Black List" for a brief period until either the reports stopped -- in 
which case the listing would be deleted -- or they continued -- in which 
case the listing would be continued.

At least that's how I understand the process to work.
