Emailer most likely creates a new (blank) Mail Actions file if it's missing. Try dragging it to the trash then launch Emailer. If the file reappears, then I'm right, in which case quit Emailer. Copy the original Mail Actions file from the old computer, stick it where it belongs, then relaunch Emailer.
