In OS 9, instead of changing the
Apple menu --> Control panels --> File Exchange,
instead try
Apple Menu -> Control Panels -> Internet
Internet -> Advanced tab -> Sort by Extensions
-> .txt [Highlight, click "change", change to the application of your
choice. If .txt is not available, "add" .txt, and choose your app]
