I think the problem with your opening the attachment is that somewhere along the line, possibly by the sender using Windows, the type and creator codes got stripped from the file, so even though the name says ".html", that doesn't mean much to a Mac, since we can name our files anything we want (at least pre-OS X) short of using colons, as I recall.
When I tried to open it, I got an error message "application which created this file can't be found." So, using one of the several different, effective utilities for viewing creator and type codes, I discovered that neither a creator nor a type code was associated with your file. Since files for Explorer (which I use) to open are TEXT type and MSIE creator codes, I just changed those; then double-clicked on the file; and voila! it opens. I don't think I have anything peculiarly set on my Mac, except somewhere I set it for MSIE to open html files attached to Emailer emails.
