Doug, On the "Composing" pane of Mail's preferences window (same pane where "Plain Text" was selected as "Format" of outgoing messages), there's a section, "Responding," with a check box for "Use the same message format as the original." . . . If you "Reply" to an incoming message that was HTML (Mail calls it "Rich Text"), AND that checkbox is checked, Mail will use HTML for your reply . . . UNLESS, you go to the "Format" menu (when your message is frontmost) and choose "Make Plain Text."
