I have discovered a rather clumsy workaround to the problem that arose after upgrading to OS 10.3.8 whereby CE continues to try to unpack after all messages have been downloaded. Quickly clicking between the Emailer browser and the window of an OSX app and the finder brings up Classic's 'Open' window. Clicking on the Cancel button frees up Emailer.
Not sure what to make of this. Chris's remedy for trashing the Temp Incoming folder works, but only for a short time before this maddening problem reasserts itself. Any further preventative ideas welcome. It may be that others upgrading to OS10.3.8 will also be affected.
