Double check your prefs to be sure it says to restore windows. Setup Menu 
-> Preferences -> Defaults. 2nd check box.

If it is already checked, uncheck it. Then save the prefs, and quit 
emailer. Then start Emailer, and go back in and recheck the box. Then 
save prefs again, quit emailer again. Then start Emailer one last time, 
and hopefully it has fully updated your prefs to restore the windows.
