The toolbar is supposed to be restored along with the browser and connection status windows if you have the "restore windows" option checked. If the windows are not being restored, and that option is checked, then you should operate under the assumption that the prefs for that option is corrupt. By unchecking, save, and quit, you force Emailer to update the prefs for that option, hopfully overwriting and correcting whatever corruption there may be.
