Works fine for me. Have to thrown away the "Temp Incoming" folder to make sure there is no .DS_Store file in there? Remove any incoming mail from the folder, then throw it away while CE is off. Well if is not starting, then it is not running. Try running it after you do that. If it works you might want to try dealing with the old, removed, incoming files that you think you might need to unwrap. You can drop them into the Temp Incoming (new) folder (quickly), so the folder does not spring open. That might fix your issue, otherwise it is something else but 10.4.2 works fine except for making the schedules work because I let the computer sleep CE cannot awaken my G5 hardware unless I turn off sleep in the Energy Saver.
