I have an even easier solution.

Go into the System folder, go into the Claris folder, remove the Emailer
Prefs file and put it inside the Emailer application folder instead.

Now just select the Emailer application folder, hit Command-D
(duplicate). Change the folder name of the duplicate to include the year
(or whatever marker you want that makes sense to you for your backup).

Now you have two fully functional copies of Emailer. You can run them
both at the same time, or run one at a time, or whatever. Next year, you
just have to duplicate the Emailer folder again and change the dupe's
name again and you are ready to go with your new year.

Also, doing it this way, there is no new Mail Database being built, which
means you don't have to reenter all your account info for each account.
If you want to purge mail, then just select all the folders and delete
them. Once you have purged all you want to, do a rebuild to clear the
index file.
