10.3 and earlier, you could just select Emailer using any of the default internet application setters, or via the prefs in Mail. 10.4 (Tiger), this has stopped working. No matter what you do, the choice to use Emailer as the default keeps unsetting itself. IIRC, when I looked into it, any Classic app would not stick. I suppose, in theory, you could write an Applescript or similar that accepts the GURL event and then passes it to Emailer.
