.hqx files are Binhex files.  Windows systems prefer to use Base 64 encoded
files.  You can do that as follows:

Push the triangle above the Attachment window to point down, so that you can
see the Attachment portion of the window.

On the right side, look for Encoding.  Change that from "Service Default" to
"Base 64".  Then your Windows people will receive files coded as Base 64,
which they can easily open.

Also, you can advise your Windows friends to download the free Stuffit
Expander.

They will be able to use Stuffit Expander to open any encoded file,
including .hqx (binhex).
