Ellen, why did you ever have the mail sent through Comcast if Dreamhost has POP servers that can send direct to you? If indeed Dreamhost can send your email directly to you, you probably need to get back in touch with Dreamhost to ask them how to turn off the mail referral, and also to find out the Outlook Express settings for sending and receiving mail. You might also find all such instructions by going to Dreamhost's webmail interface. You can probably control the referral from there, and links to the instructions for configuring your email client might be found there as well.
By the way, I suggested OE because I'm guessing they don't have Emailer-specific instructions. ;-)
