the consensus on IRC yesterday was that there are currently no NML 
commands to the interpreter that would allow getting or setting the offsets.

So any work on a setup-panel (be it 'hard-coded' or XML/VCP based) must 
be preceded by some (major?) hacking of the interpreter to add the 
required NML commands. I'm not going to go poking in the interp code any 
time soon - so to go forward this idea now needs support from someone 
who is familiar with interp.
