Try using:

--with-tkConfig=/path/to/tkconfig.sh

most likely:

--with-tkConfig=/usr/lib/tk8.5/tkConfig.sh

I check synaptic manager and both versions ok Tk are present
Tk8.4 and dev , Tk8.5 and dev

I work with Tcl8.5 (and dev) and Tk8.5 (and dev).
You can try to remove Tk8.4-dev and verify the next error.

Git uses TK8.4 so I can not remove it.

I tried using :
--with-tkConfig=tk8.5

strangely tk8.5 is found :

checking for tcl... /usr/lib/tcl8.5/tclConfig.sh found
checking for tk... tk8.5 found
./configure: line 6193: .: tk8.5: file not found


but configure goes a little farther but errors again:

checking python version... OK
checking match between tk and Tkinter versions... Tk mismatch:  vs 8.5
configure: error: "Python requires use of Tk .  Install this version and 
specify --with-tkConfig if necessary"
