Just to be clear, I could not have lashed this toolchain together. My 
glory days with TeX/LaTeX ended with the initial release of STEP in 
1994. LaTeX2e was not available to us then, so I was completely in the 
dark regarding the new way of creating styles. It's just that I 
remembered enough of the old way to believe I could try to debug our 
problem.

The 'incorrect' emc2.sty is what took me a day to figure out---I kept 
trying to tell dblatex what to do but to no avail.

I'm still not sure why fixing emc2.sty also made the live 
cross-reference links work in the pdf output but I'm glad it did. 
There's nothing like killing two birds with one stone.
