While this point is now moot to the rest of the EMC2 community, I don't 
believe your assessment is correct.

The links started working for me AFTER I discovered and made my private 
fix to emc2.sty (changing to \RequirePackageWithOptions{docbook}, the 
same as you did) and BEFORE I pulled your commits of Nov 17, 2011.
