OK, then it sounds like you do what a servo system, where the PC is 
constantly
reading the machine's position.  You can switch back and forth between
CNC and DRO modes without losing the position reference.

I might suggest my Universal PWM Controller and 3 PWM servo amps.
You have a choice of brush or brushless motors.  Perhaps it is best to
select the motors first, looking for suitable torque and physical size,
and then select the rest of the hardware to suit them.  An additional
PWM output might be used to control the spindle motor.

Small stepper motors can be run with drives such as the Gecko 251
at very low cost.  Using the above-mentioned system will cost more,
but the PWM Controller and 3 PWM brush amps will run US $625.
