I think this is only an issue for distributions of the software.  So, if 
LinuxCNC wants to include a
particular package on the iso CD image, then it has to meet certain 
requirements.  But, after installing
LinuxCNC on your computer, you should be able to install any package 
that will run on that
kernel with no concerns about license compatibility.  Or, am I totally 
misunderstanding
what your question is about?
