I agree with your assessment of the law and will try not to add 
anything to that discussion.

The two reasons I can think of for going through are:

*) so that WE are in conformance with the appropriate licensing.

*) and, so that we have a consistent story to tell people who want to 
use LinuxCNC/EMC
