You are missing the gatekeeper role the Board plays with respect to the web 
services, among other themes.

The combination of that, and not caring about software rot is not fixable by 
any amount of outside activism. 

You decide to run it yourself - you better run it well, or think about an 
alternative. The current style of handling things is unacceptable in my 
opinion. 

An alternative is fine, going on like before is not.
