Looking through emcmot, there's sort of a list of contributors from the pre-emc1-cvs import era. Their contributions were clearly PD at the time they were incorporated. But later the whole file(s), including their code, changed license as more people worked on it. Do you know whether we would need to contact those original people? (If yes, my little list from git is totally insufficient and it explains your worry I quoted above...)
