Let me reword that: 

whatever the storage mechanism is, there should be a way to import and export 
data from/to a text file format. 

This specifically avoids the implication that a storage mechanism just has to 
be based on flat files, which I do not think is a wise idea.

Note that every storage mechanism I could think of supports this requirement.
