While I really think this is something that's best fixed in the gcode (or cam post), I can see another defensible position: If on a machine without a Y axis, and a G18 cycle is commanded, do the cycle in G17 instead. But this jumps way down the rabbit hole of guessing what the user wanted when the gcode is wrong...
